Woollen cushion cover
Knitted or crocheted woollen cushion cover
HSN 6304 91 20 (Woollen cushion cover) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, with import of woollen and blended textiles governed by Notification No. CER (18)/99-CLB dated 7 March 1988 read with the Textile (Development and Regulation) Order, 2001 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying fibre composition, a certificate of origin, and a brand-owner genuineness certificate are mandatory accompanying documents.
- Pre-Shipment Inspection Certificate from accredited lab
- Certificate of origin from exporter
- Brand-owner genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country certifying the fibre composition of the woollen or blended textile. Also secure a certificate of origin and a certificate from the brand owner confirming the genuineness of the product, its markings, and the authority to use the brand name.General Note 11 of the ITC (HS) Import Policy · Notification No. CER (18)/99-CLB dated 07-03-1988 · Textile (Development and Regulation) Order, 2001
- 2Obtain a separate PSIC from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Testing for azo dyes is exempted only for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is treating the azo-dye PSIC and the composition PSIC as a single document. They are two distinct certifications: the composition PSIC under General Note 11 addresses fibre content and brand authenticity, while the azo-dye PSIC under General Note 10 addresses hazardous-dye absence. Presenting only one at the bill of entry leaves the consignment liable to detention until the missing certificate is produced.
