The most common error on this tariff line is assuming the azo-dye exemption extends to all developed-country origins — it is restricted to the nine countries listed in General Note 10, and no other origin qualifies without a PSIC. A silk belt consignment arriving from an unlisted origin without a PSIC or a valid TC/CSRTI test report faces detention at customs until a conforming certificate is produced, with demurrage and ground rent accruing throughout the hold period.
