Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This document must be uploaded in e-Sanchit before the bill of entry is filed.

  2. 2
Confirm the country of export against the azo-dye testing exemption list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for composition and other parameters remains required even from these origins.

A word of counsel

The most common error on this tariff line is treating the country-of-export exemption as a blanket release from all pre-shipment inspection requirements. The azo-dye testing exemption for EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom is narrow: it excuses only the azo-dye component of the PSIC, not the full certificate. A consignment arriving without any PSIC — even from an exempt origin — is liable to detention at port pending documentary compliance.

Frequently asked
Does HSN 6304 20 00 require BIS certification?
No, bed nets classified under Sub-heading Note 1 to Chapter 63 are not covered by any BIS Quality Control Order. Import compliance is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10.
Which laboratories are authorised to issue the PSIC for azo-dye testing on this tariff line?
An accredited laboratory of the exporting country, or a Textile Committee or CSRTI laboratory, may issue the qualifying test report, per General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023 dated 14-06-2023.
Are there any origin-based exemptions from the azo-dye testing requirement?
Yes, but only partially: imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from the azo-dye testing component alone; the Pre-Shipment Inspection Certificate covering other hazardous-dye parameters remains mandatory regardless of origin.
