HSN 6304 19 20 (bedspreads of silk) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17630:2021 is mandatory under the ISI Mark Scheme with effect from 01 April 2024, under the Medical Textiles (Quality Control) Order and its subsequent amendments. Directorate General of Foreign Trade textile import controls, including a Pre-Shipment Inspection Certificate requirement, apply as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming that the IS 17630:2021 obligation is confined to cotton bed linen and does not extend to silk bedspreads. The QCO and its amendments apply to bedspreads of all specified textile materials, including silk; importers who procure silk bedspreads from a manufacturer holding a CM/L only for cotton or man-made fibre variants — and not the exact silk-based product scope — face detention at port regardless of ISI marking on the packaging.
