HSN 6303 99 10 (silk shower curtains) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15741:2007 is mandatory under the ISI Mark Scheme with effect from 13 October 2023, by virtue of the Protective Textiles (Quality Control) Order, 2022. Directorate General of Foreign Trade textile import policy controls, including Pre-Shipment Inspection Certificate requirements, apply as a separate customs-clearance overlay.

The most frequent error on this tariff line is assuming that silk, as a luxury natural fibre, falls outside the Protective Textiles QCO scope — it does not. IS 15741:2007 applies to curtains and drapes across textile compositions classified under the relevant QCO schedule; the ISI Mark obligation is independent of fibre type. Importers who source from suppliers without a current CM/L licence and rely solely on the PSIC for clearance face detention and potential confiscation regardless of the fabric's silk content.
