The most common error on this tariff line is assuming the azo-dye testing exemption extends to all parameters of the PSIC — it does not. The exemption covers azo-dye testing only for the nine named countries; all other hazardous-dye parameters and the PSIC itself remain required regardless of origin. Consignments arriving without the certificate from a non-exempt country are detained pending post-import testing, attracting demurrage and ground rent while samples are processed.
