HSN 6302 93 00 (Of man-made fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country to certify the absence of prohibited hazardous azo dyes. This obligation derives from General Note 10 of the ITC (HS) policy, with a country-specific exemption for nine named origins.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all parameters of the PSIC — it does not. The exemption covers azo-dye testing only for the nine named countries; all other hazardous-dye parameters and the PSIC itself remain required regardless of origin. Consignments arriving without the certificate from a non-exempt country are detained pending post-import testing, attracting demurrage and ground rent while samples are processed.
