General Note 11 of the ITC (HS) Import Policy · Notification No. CER (18)/99-CLB dated 07-03-1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955
A word of counsel

The most common error on this tariff line is assuming that the azo-dye PSIC exemption for listed countries also waives the textile-composition certification requirement. The country-of-origin exemption applies only to azo-dye testing; a PSIC or valid test report certifying fabric composition is required regardless of origin. Filing at the bill-of-entry stage without the composition PSIC results in consignment detention and demurrage pending document rectification.

Frequently asked
Does HSN 6302 91 90 require BIS certification?
No, cotton household linen under this tariff line is not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally the PSIC and azo-dye testing requirements under General Notes 10 and 11.
Which countries are exempt from azo-dye testing for this tariff line?
EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye presence testing only, per DGFT Public Notice 14/2023 dated 14-06-2023; the PSIC for textile composition is required from all origins.
Do the woollen textile documentation requirements apply to a consignment of pure cotton linen under this HSN?
The brand-owner certificate and composition PSIC mandated under General Note 11 and Notification CER (18)/99-CLB are triggered by the presence of woollen or blended textile content; a consignment of pure cotton linen must still carry the azo-dye PSIC under General Note 10.
