The most common error on this tariff line is assuming that the azo-dye PSIC exemption for listed countries also waives the textile-composition certification requirement. The country-of-origin exemption applies only to azo-dye testing; a PSIC or valid test report certifying fabric composition is required regardless of origin. Filing at the bill-of-entry stage without the composition PSIC results in consignment detention and demurrage pending document rectification.
