The most common error on this tariff line is treating the country-of-origin azo-dye exemption as a blanket PSIC waiver. The exemption covers only the azo-dye testing component; a consignment from the EU or Japan still requires a PSIC addressing composition and other parameters. Presenting a bill of entry without any PSIC — even from an exempt origin — will result in consignment detention pending documentation.
