The azo-dye testing exemption is origin-specific and does not extend to all developed-country suppliers — only the nine named countries (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, United Kingdom) qualify. Importers sourcing from other origins, including countries with established textile industries, must obtain the PSIC before shipment; retrofitting a test report after the consignment reaches the Indian port does not satisfy the pre-shipment requirement and exposes the consignment to detention and demurrage.
