The most common error on this tariff line is assuming that the azo-dye exemption for listed countries dispenses with the PSIC entirely. The exemption applies only to azo-dye testing; the PSIC for other hazardous-dye parameters and composition requirements under General Note 10 remains mandatory regardless of origin. Presenting an incomplete test report — one that addresses only azo dyes — will not satisfy the General Note 10 requirement and exposes the consignment to detention at the port of import.
