HSN 6302 40 90 (Table linen, knitted or crocheted — Other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. This requirement applies to all exporting countries except the nine exempted origins listed under DGFT Public Notice 14/2023.

The most common error on this tariff line is assuming that the azo-dye PSIC exemption for listed countries extends to all hazardous-dye testing. The country-of-origin exemption covers the azo-dye component only; a PSIC or valid test report from TC or CSRTI covering the full prohibited-dye profile remains required regardless of the country of export. A missing or scope-deficient PSIC results in consignment detention at the port of entry pending compliant documentation.
