Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the fibre composition of the woollen or blended textile, together with a Certificate of Origin and a certificate from the brand owner confirming the genuineness of the product, markings, and authority to use the brand name. All three documents must accompany the consignment.

  2. 2
Ensure the consignment is also accompanied by a Pre-Shipment Inspection Certificate or valid test report from a Textile Committee or CSRTI laboratory certifying the absence of prohibited hazardous azo dyes. Testing for azo-dye presence is exempted only for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

A word of counsel

The most common error on this tariff line is presenting only the azo-dye PSIC and overlooking the separate composition-certification requirement under General Note 11 — these are two distinct documents from distinct authorities serving distinct compliance triggers. A consignment that satisfies the hazardous-dye test but lacks either the fibre-composition PSIC or the brand-owner authenticity certificate will be detained at the port of import pending production of the missing documentation, accruing demurrage and ground rent throughout.

Frequently asked
Does HSN 6302 40 20 require BIS certification?
No, knitted or crocheted table linen of wool or fine animal hair falls outside the BIS Quality Control Order regime. Import is governed by the Directorate General of Foreign Trade under the Textile (Development & Regulation) Order, 2001 and the ITC (HS) policy General Notes 10 and 11.
Are imports of this tariff line from EU countries exempt from the azo-dye PSIC requirement?
Azo-dye testing is exempted only for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; the fibre-composition PSIC and brand-owner certificate under General Note 11 remain required regardless of country of origin.
Does the brand-owner authenticity certificate requirement apply even when importing a private-label or unbranded product?
The CCR requires a certificate from brand owners certifying genuineness of the product and authority to use brand names; where no branded marking is present, importers should document the unbranded status explicitly to pre-empt a customs query at the bill-of-entry stage.
