HSN 6302 40 20 (Table linen, knitted or crocheted, of wool or fine animal hair) is subject to import-policy controls administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with Notification No. CER(18)/99-CLB dated 7 March 1988 and General Note 11 of the ITC (HS) policy. A Pre-Shipment Inspection Certificate certifying fibre composition, a Certificate of Origin, and a brand-owner authenticity certificate are mandatory accompanying documents at the bill of entry.

- 2Ensure the consignment is also accompanied by a Pre-Shipment Inspection Certificate or valid test report from a Textile Committee or CSRTI laboratory certifying the absence of prohibited hazardous azo dyes. The most common error on this tariff line is presenting only the azo-dye PSIC and overlooking the separate composition-certification requirement under General Note 11 — these are two distinct documents from distinct authorities serving distinct compliance triggers. A consignment that satisfies the hazardous-dye test but lacks either the fibre-composition PSIC or the brand-owner authenticity certificate will be detained at the port of import pending production of the missing documentation, accruing demurrage and ground rent throughout.
