The most common error on this tariff line is assuming that the country-of-origin exemption from azo-dye testing extends to goods merely transshipped through an exempt country. The exemption applies only to imports genuinely originating in the listed nations; a consignment manufactured in a non-exempt origin but transshipped via, say, the EU remains subject to the full PSIC requirement, and presenting an origin-deficient certificate at the bill of entry will result in detention pending re-submission of a conforming document.
