Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17630:2021 for medical textile bed sheets and pillow covers. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Medical Textiles (Quality Control) Order (Second Amendment) 2025 · S.O. 4634(E) dated 23-10-2024
- 2Ensure each article bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on the packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4634(E) dated 23-10-2024
- 3Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory certifying textile composition and absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo dye testing.General Notes 10 and 11 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 4For woollen or blended textile consignments, also obtain a certificate of origin and a brand-owner certificate certifying genuineness of the product, markings, and authority to use brand names. These accompany the PSIC on the bill of entry.NTFN CER(18)/99-CLB dated 07-03-1988 · Textile (Development and Regulation) Order, 2001 · General Note 11 of the ITC (HS) Import Policy
- 5Quote the supplier's BIS CM/L number on the bill of entry alongside the PSIC, certificate of origin, and brand-owner certificate where applicable. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.Medical Textiles (Quality Control) Order (Second Amendment) 2025 · S.O. 3526(E) dated 30-07-2025 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is assuming that the BIS QCO applies only to dedicated hospital-supply bed linen while general-purpose bed sheets and pillow covers of non-cotton, non-man-made fibre materials fall outside its scope. IS 17630:2021 as notified under the Medical Textiles QCO covers bed sheets and pillow covers across cotton, man-made fibre, handloom, and other textile materials — the phrase 'medical textiles' in the QCO title does not confine the obligation to clinical end-use. Importing unmarked or unlicensed product on the assumption that the item is a 'general household' article rather than a 'medical textile' will result in detention and potential confiscation at port.
