HSN 6302 32 00 (bed linen of man-made fibres) is covered by a Bureau of Indian Standards Quality Control Order. Directorate General of Foreign Trade policy controls on textile imports, including Pre-Shipment Inspection Certificate requirements, apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17630:2021 for medical textiles bed sheets and pillow covers. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Medical Textiles (Quality Control) Order, Second Amendment 2025 · S.O. 4634(E) dated 23-10-2024
- 2Ensure every article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its attached label, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4634(E) dated 23-10-2024
- 3Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from TC or CSRTI, confirming absence of prohibited hazardous azo dyes. EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and UK imports are exempt from azo dye testing.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 4Quote the supplier's BIS CM/L number on the bill of entry, supported by the PSIC or valid test report. Customs verifies the CM/L against the BIS register in real time; an absent, expired, or scope-mismatched CM/L triggers consignment detention.Medical Textiles (Quality Control) Order, Second Amendment 2025 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is treating IS 17630:2021 as a broad home-textiles standard and assuming any CM/L-licensed bed-linen manufacturer qualifies. IS 17630:2021 covers multiple article types and textile compositions; the CM/L must be specifically scoped to medical-use bed sheets and pillow covers of man-made fibres at the licensed facility. A licence covering cotton bed linen or a different product category under the same IS does not satisfy the obligation, and customs will detain a consignment where the CM/L scope does not match the article and fibre type declared on the bill of entry.
