Printed bed linen of other textile materials for medical use
HSN 6302 29 00 (printed bed linen of other textile materials for medical use) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17630:2021 is mandatory under the ISI Mark Scheme with effect from 01 April 2024, pursuant to the Medical Textiles Quality Control Order Second Amendment 2025. Directorate General of Foreign Trade textile import controls, including a Pre-Shipment Inspection Certificate requirement, apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17630:2021 for medical textile bed sheets and pillow covers. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Medical Textiles Quality Control Order Second Amendment 2025 · S.O. 4634(E) dated 23-10-2024 · S.O. 3526(E) dated 30-07-2025
- 2Ensure every article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its label, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Medical Textiles Quality Control Order Second Amendment 2025
- 3Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo dye testing.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 4Quote the supplier's BIS CM/L number on the bill of entry, supported by the PSIC or valid test report. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or product-scope-mismatched CM/L triggers consignment detention.Medical Textiles Quality Control Order Second Amendment 2025 · BIS Act, 2016 · Customs Act, 1962
- 5Monitor the Medical Textiles QCO amendment timeline: S.O. 04(E) dated 01-01-2025 and S.O. 3526(E) dated 30-07-2025 amend the controlling order. Confirm the currently applicable enforcement date and scope with BIS before each import to ensure the CM/L cited covers the current notified requirements.S.O. 4634(E) dated 23-10-2024 · S.O. 04(E) dated 01-01-2025 · S.O. 3526(E) dated 30-07-2025
The single most common error on this tariff line is treating IS 17630:2021 as covering all bed linen of other textile materials, when the QCO scope under S.O. 4634(E) is confined to medical textile bed sheets and pillow covers — not general-purpose or decorative bed linen of other materials. Importers of non-medical end-use articles incorrectly seek CM/L certification against IS 17630:2021, or conversely import medical-use product without it, either wasting compliance spend or triggering detention. The medical-use characterisation must be established in the supplier's product specification before the purchase order is placed.
