HSN 6302 21 90 (printed cotton bed linen, non-handloom) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17630:2021 is mandatory under the ISI Mark Scheme with effect from 01 April 2024, by virtue of the Medical Textiles (Quality Control) Order, Second Amendment 2025. Directorate General of Foreign Trade textile import policy controls apply as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming that IS 17630:2021 applies to all cotton bed linen in HSN 6302 21 90 when the QCO scope is specifically limited to medical textiles — bed sheets and pillow covers designated for medical use. Importers sourcing general-purpose printed cotton bed linen may incorrectly seek CM/L certification against IS 17630:2021 for out-of-scope product, or — more dangerously — import medical-use bed sheets and pillow covers without any BIS CM/L licence, exposing the consignment to detention and the importer to monetary penalty under the BIS Act, 2016.
