Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17630:2021 for medical textile bed sheets and pillow covers. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Medical Textiles (Quality Control) Order, Second Amendment 2025 · S.O. 4634(E) dated 23-10-2024 · S.O. 04(E) dated 01-01-2025 · S.O. 3526(E) dated 30-07-2025
- 2Ensure each article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product or its attached label, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4634(E) dated 23-10-2024
- 3Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country confirming absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo dye testing, but the PSIC for textile composition remains required.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 4Quote the supplier's BIS CM/L number on the bill of entry, supported by the PSIC, certificate of origin, and any required brand-owner documentation. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.Medical Textiles (Quality Control) Order, Second Amendment 2025 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is treating the QCO scope as limited to hospital-procured institutional linen and overlooking that the Medical Textiles (Quality Control) Order, Second Amendment 2025 captures all cotton bed sheets and pillow covers within IS 17630:2021 — including handloom variants classified under HSN 6302 21 10 — regardless of the end-buyer's sector. An importer who sources ISI-unmarked handloom bed linen on the assumption that 'handloom' constitutes an exempted artisanal category faces detention and potential re-export; no such carve-out exists in S.O. 4634(E) or its amendments.
