A word of counsel

The most common error on this tariff line is assuming that the azo-dye testing exemption extends to all or most origins when it applies only to the nine named countries. Importers sourcing from Bangladesh, China, Turkey, or any other unlisted origin who arrive at the bill-of-entry stage without a PSIC face consignment detention and demurrage while the document is sourced retrospectively — which is impracticable once goods are afloat. Lock in the PSIC before vessel departure.
