HSN 6217 90 90 (parts of garments and clothing accessories) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate (PSIC) requirement for azo-dye absence under General Note 10. The most common error on this tariff line is assuming the azo-dye country exemption covers all testing requirements. The PSIC exemption applies only to the azo-dye test for the nine listed origins; other hazardous-dye parameters and composition testing remain required regardless of origin. Importers sourcing from Bangladesh must separately verify whether their specific product falls within the exempted categories under paras 2 and 3 of DGFT Notification 7/2025-26 before routing the consignment — a missing port-compliance declaration can result in detention at entry.
