HSN 6217 10 90 (Other made-up clothing accessories) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement under General Note 10 for hazardous-dye absence. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports originating from Bangladesh, subject to the exemptions stated in Paragraphs 2 and 3 of that notification.

The most common error on this tariff line is treating the azo-dye testing exemption as a blanket clearance for all documentation requirements: even where the origin country qualifies for the exemption, the PSIC for fabric composition and other parameters remains mandatory. Separately, importers sourcing from Bangladesh should not assume the pre-existing trade lane remains unaffected — Paragraph 19 of the General Notes, operative from 17 May 2025, introduces port restrictions that must be verified against the specific goods before booking freight.
