HSN 6217 10 70 (Stockings, socks, sockettes and the like, of cotton) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) covering absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports originating from Bangladesh are additionally subject to port restrictions and exemption conditions under DGFT Notification 7/2025-26 dated 17-05-2025.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes by DGFT Notification 7/2025-26 dated 17-05-2025. Consult Paras 2 and 3 of that notification to determine whether the goods qualify under any exemption before finalising the port of import.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye country-of-origin exemption extends to all documentation requirements: the PSIC exemption covers the azo-dye test only, and a valid test report or PSIC addressing other hazardous-dye parameters remains required regardless of origin. For Bangladesh-origin consignments, the port-restriction regime under DGFT Notification 7/2025-26 is a separate compliance layer — non-compliance results in consignment detention at the port of import.
