HSN 6217 10 60 (clothing accessories of other fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering prohibited hazardous dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports of certain goods from Bangladesh under Para 19 of the General Notes to the ITC (HS) 2022.

The most common error on this tariff line is assuming that sourcing from an azo-dye-exempt country dispenses with the PSIC requirement altogether. The exemption applies only to azo-dye testing; the PSIC covering other prohibited hazardous dyes and composition parameters remains mandatory regardless of origin. Separately, importers sourcing from Bangladesh must verify port eligibility under DGFT Notification 7/2025-26 before booking freight, as a consignment arriving at a non-permitted port faces detention and re-routing costs.
