Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is dispatched. Testing for azo dyes is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

  2. 2
If the consignment originates from Bangladesh, confirm applicability of Para 19 of the General Notes to the ITC (HS) 2022 as introduced by DGFT Notification 7/2025-26. Route the consignment only through the ports stated in Para 1; consignments qualifying under the exemptions in Para 2 and Para 3 must be documented accordingly at the bill of entry.

A word of counsel

The most common error on this tariff line is assuming that sourcing from an azo-dye-exempt country dispenses with the PSIC requirement altogether. The exemption applies only to azo-dye testing; the PSIC covering other prohibited hazardous dyes and composition parameters remains mandatory regardless of origin. Separately, importers sourcing from Bangladesh must verify port eligibility under DGFT Notification 7/2025-26 before booking freight, as a consignment arriving at a non-permitted port faces detention and re-routing costs.
