For articles of apparel, of silk
Made-up clothing accessories of silk (apparel accessories)
HSN 6217 10 40 (clothing accessories of silk for articles of apparel) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which classifies this tariff line as a textile article requiring a Pre-Shipment Inspection Certificate for hazardous-dye compliance under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 introduces additional port restrictions and import-policy conditions for consignments originating from Bangladesh.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes. Testing for azo-dye presence is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17 May 2025, specifically Para 19 of the General Notes of the ITC (HS) 2022. Confirm whether the consignment qualifies under the exempted-goods categories in Paras 2 and 3, and route through only the ports specified in Para 1 if the restriction applies.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes, ITC (HS) 2022
The most frequent error on this tariff line is assuming that silk accessories sourced from a country exempt from azo-dye testing are exempt from the PSIC requirement altogether. The exemption covers azo-dye testing only; the broader PSIC obligation for textile articles under General Note 10 remains in force regardless of origin. Separately, importers sourcing from Bangladesh should verify port eligibility under DGFT Notification 7/2025-26 before vessel booking, as routing through a non-notified port renders the consignment liable to detention at the customs station.
