Made-up clothing accessories of wool (woven, not knitted)
HSN 6217 10 30 (clothing accessories of wool) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports of certain goods from Bangladesh, with limited exemptions under paragraphs 2 and 3 of that notification.

The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries extends to all PSIC requirements. The exemption covers only the azo-dye test; a PSIC from an accredited laboratory remains mandatory for all origins, and arrival without one will result in consignment detention pending document production. For Bangladesh-origin shipments, failure to check port-restriction applicability under DGFT Notification 7/2025-26 before vessel departure can leave the importer with a consignment that cannot be routed through the intended port.
