A word of counsel

The most common error on this tariff line is assuming azo-dye testing exemption for a listed country also exempts the importer from obtaining any PSIC documentation. The exemption is narrowly confined to the azo-dye test only; a PSIC covering other hazardous-dye and compositional parameters is still required for all origins, and a bill of entry filed without valid PSIC documentation is liable to detention and ground rent pending regularisation.
