HSN 6216 00 90 (gloves, mittens and mitts, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with General Notes 10 and 11 imposing Pre-Shipment Inspection Certificate (PSIC) and composition-certification requirements. Woollen and blended-textile variants additionally require compliance with Notification No. CER (18)/99-CLB dated 7 March 1988 read with the Textile (Development and Regulation) Order, 2001. The most common error on this tariff line is importing woollen or blended gloves with only the azo-dye PSIC, overlooking the distinct brand-genuineness certificate and composition PSIC mandated under General Note 11. These are separate documents from separate parties — the composition PSIC must come from an accredited laboratory and the brand certificate from the brand owner — and a customs officer finding one missing will detain the consignment even when the azo-dye certificate is present and current.
