HSN 6216 00 20 (Handloom gloves, mittens and mitts) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for hazardous-dye absence under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 introduces port restrictions on certain goods imported from Bangladesh under General Note Para 19, which must be assessed for applicability at the bill of entry.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all trading partners. The exemption applies exclusively to the nine named countries; consignments from all other origins — including Bangladesh, China, and other South and South-East Asian suppliers — require a valid PSIC or TC/CSRTI test report uploaded before out-of-charge. A missing or non-accredited test report results in consignment detention at the port pending re-inspection.
