HSN 6215 90 10 (Of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement for textile articles under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 introduces an additional port-restriction overlay for imports originating from Bangladesh under General Note Para 19.
- Pre-Shipment Inspection Certificate from exporter
- Test report from Textile Committee or CSRTI
- Port-compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify applicable port restrictions under Para 1 of the General Notes introduced by DGFT Notification 7/2025-26 dated 17 May 2025. Confirm whether the goods qualify for exemption under Paras 2 and 3 of that Notification before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
The most frequent error on this tariff line is assuming that azo-dye testing exemption for listed countries removes the PSIC requirement entirely — the exemption covers azo-dye testing only, and a Pre-Shipment Inspection Certificate or valid Textile Committee test report on other prohibited hazardous dyes remains mandatory for all origins. For Bangladesh-origin consignments, the port-restriction overlay under DGFT Notification 7/2025-26 is a separate condition: shipping to a non-notified port triggers detention even when the PSIC is in order.
