Silk or silk waste ties, bow ties and cravats
HSN 6215 10 90 (silk or silk waste ties, bow ties and cravats — other) is governed by the ITC (HS) Restricted import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes is mandated for all origins except specified exempt countries under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, certifying absence of prohibited hazardous dyes. This requirement applies to all textile imports under General Note 10 of the ITC (HS) policy; testing for azo dyes is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Where the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025, which introduced Para 19 in the General Notes regulating imports of certain goods from Bangladesh to India with port restrictions as stated in Para 1. Confirm whether the goods fall within the exempted categories listed in Para 2 and Para 3 before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19, General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins because the product is a finished silk accessory. The exemption is strictly country-specific; a PSIC from an accredited laboratory — not merely a Certificate of Analysis or a supplier declaration — is mandatory for any origin not on the nine-country exempt list, and absence of this document at the bill of entry will result in consignment detention pending test clearance.
