Silk or silk waste ties, bow ties and cravats (khadi)
HSN 6215 10 10 (Khadi ties, bow ties and cravats of silk or silk waste) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes is mandatory under General Note 10 of the ITC (HS) policy, and consignments originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. - 2For consignments originating from Bangladesh, verify compliance with Para 19 of the General Notes under ITC (HS) 2022 as introduced by DGFT Notification 7/2025-26. Confirm the port of import satisfies the Bangladesh-origin port restrictions in Para 1, or that the consignment qualifies under the exemptions listed in Paras 2 and 3.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye PSIC requirement does not apply to a luxury silk accessory because the volumes are small or the exporter is well-known. The exemption from azo-dye testing is strictly country-of-origin based — not product-value or supplier based — and a missing PSIC at the bill of entry will result in consignment detention regardless of the CIF value. Additionally, Bangladesh-origin shipments attract a separate port-restriction overlay under DGFT Notification 7/2025-26 that must be verified independently of the PSIC requirement.
