Shawls, scarves, mufflers and veils of other textile materials
HSN 6214 90 99 (shawls, scarves, mufflers, mantillas, veils and the like of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports originating from Bangladesh are additionally subject to port restrictions and exemption conditions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming the azo-dye country exemption for EU and listed origins also waives the PSIC for other composition parameters — it does not. The PSIC requirement for composition and quality parameters remains mandatory regardless of origin; only the specific azo-dye test component is waived for the named countries. Consignments arriving without a valid PSIC or test report face detention at the port of entry pending document regularisation.
