Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.

  2. 2
For consignments originating from or routed through Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17-05-2025 (Para 19 of General Notes): confirm whether the goods fall within the port-restricted category or qualify under the exemption provisions in Paragraphs 2 and 3 before filing the bill of entry.

A word of counsel

The most common error on this tariff line is assuming the azo-dye country exemption for EU and listed origins also waives the PSIC for other composition parameters — it does not. The PSIC requirement for composition and quality parameters remains mandatory regardless of origin; only the specific azo-dye test component is waived for the named countries. Consignments arriving without a valid PSIC or test report face detention at the port of entry pending document regularisation.
