Shawls, scarves, mufflers and veils of other textile materials
HSN 6214 90 69 (shawls, scarves, mufflers, mantillas, veils and the like of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes. Imports originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming that azo-dye test exemption for approved-origin countries eliminates all pre-shipment documentation obligations. The PSIC covering fibre composition and other mandatory parameters remains required regardless of the country of origin; only the azo-dye component of the PSIC is waived for the nine listed countries. Separately, the Bangladesh port-restriction overlay under DGFT Notification 7/2025-26 is a distinct, additive obligation that applies irrespective of azo-dye compliance status.
