Shawls, scarves and veils embroidered with Lucknow Chikan Craft
HSN 6214 90 61 (shawls, scarves, mufflers, mantillas, veils and the like embroidered with Lucknow Chikan Craft) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a GI-certification condition requiring that the craft be produced by a certified user registered under GI No. 119 of the Geographical Indications of Goods (Registration and Protection) Act, 1999. A Pre-Shipment Inspection Certificate covering azo-dye absence is additionally mandated under General Note 10 of the ITC (HS) policy.

The GI-user condition under Supplementary Notes 3(a) and 3(b) is a threshold eligibility requirement, not a documentation formality: goods bearing the Lucknow Chikan Craft claim from a supplier not listed as a certified user in the GI Registry against GI No. 119 cannot lawfully be classified under this CTI, regardless of the physical embroidery style. Mis-classification at the bill of entry exposes the importer to confiscation of the consignment and re-assessment of applicable duty under the correct residual heading.
