    Where the consignment originates from Bangladesh, verify compliance with the port restrictions and exemption conditions set out in paragraphs 1, 2 and 3 of the General Notes introduced by DGFT Notification 7/2025-26. Non-compliant Bangladesh-origin consignments diverted to an unspecified port are liable to detention and ITC (HS) Restricted-policy enforcement.

A word of counsel

The azo-dye PSIC exemption is country-of-origin specific and narrow: it covers nine named countries only and does not extend to goods transshipped through or invoiced from those countries if the actual manufacturing origin is elsewhere. Consignments presenting a PSIC from a non-accredited laboratory, or a test report not issued by a Textile Committee or CSRTI laboratory, are treated as non-compliant and attract detention at the port of import pending fresh certification.
