Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempted from azo-dye testing; all other origins must produce the PSIC before the bill of entry is filed.

Where the consignment originates from Bangladesh, verify compliance with the port restrictions and exemption conditions set out in paragraphs 1, 2 and 3 of the General Notes introduced by DGFT Notification 7/2025-26. Non-compliant Bangladesh-origin consignments diverted to an unspecified port are liable to detention and ITC (HS) Restricted-policy enforcement.

A word of counsel

The azo-dye PSIC exemption is country-of-origin specific and narrow: it covers nine named countries only and does not extend to goods transshipped through or invoiced from those countries if the actual manufacturing origin is elsewhere. Consignments presenting a PSIC from a non-accredited laboratory, or a test report not issued by a Textile Committee or CSRTI laboratory, are treated as non-compliant and attract detention at the port of import pending fresh certification.
