Shawls, scarves, mufflers and veils of other textile materials
HSN 6214 90 59 (shawls, scarves, mufflers, mantillas, veils and the like, of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10 of the ITC (HS) policy. Imports originating from Bangladesh are additionally subject to port restrictions introduced under DGFT Notification 7/2025-26.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. - 2Where the consignment originates from Bangladesh, verify compliance with the port restrictions and exemption conditions set out in paragraphs 1, 2 and 3 of the General Notes introduced by DGFT Notification 7/2025-26. The azo-dye PSIC exemption is country-of-origin specific and narrow: it covers nine named countries only and does not extend to goods transshipped through or invoiced from those countries if the actual manufacturing origin is elsewhere. Consignments presenting a PSIC from a non-accredited laboratory, or a test report not issued by a Textile Committee or CSRTI laboratory, are treated as non-compliant and attract detention at the port of import pending fresh certification.
