Shawls, scarves, mufflers and veils of other textile materials
HSN 6214 90 49 (shawls, scarves, mufflers, mantillas, veils and the like of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10 to ensure absence of prohibited hazardous azo dyes. DGFT Notification 7/2025-26 dated 17-05-2025 additionally introduces port restrictions on imports of certain goods originating from Bangladesh under para 19 of the General Notes.

The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries is a blanket waiver of the PSIC requirement. The exemption applies to the azo-dye test specifically; a full Pre-Shipment Inspection Certificate covering fabric composition and other parameters is still mandatory for all origins, and a consignment arriving without a valid PSIC is liable to detention pending rectification.
