The most common error on this tariff line is assuming that a commercial test report substitutes for a Pre-Shipment Inspection Certificate from a laboratory accredited in the exporting country — the two are not interchangeable. Where the Textile Committee or CSRTI route is used, the test report must be valid and issued before shipment; a post-landing test does not satisfy the General Note 10 requirement and exposes the consignment to detention at the port of entry.
