Grey shawls, scarves, mufflers and veils of other textile materials
HSN 6214 90 31 (Grey shawls, scarves and like accessories of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering azo-dye absence under General Note 10. Imports originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17 May 2025.

The most common error on this tariff line is assuming that the azo-dye testing exemption applies broadly when the country of origin is not on the nine-nation list. For all other origins — including Bangladesh, China, and Vietnam — a valid Pre-Shipment Inspection Certificate or Textile Committee test report is required at the bill of entry; its absence causes consignment detention at port. The Bangladesh port-restriction overlay under General Note 19 is a separate and concurrent obligation that applies regardless of azo-dye compliance.
