    If the consignment originates from Bangladesh, confirm compliance with the port restrictions and any exemption conditions set out in paragraphs 1, 2 and 3 of the new General Note introduced by DGFT Notification 7/2025-26. Non-exempt Bangladesh-origin goods routed through a non-permitted port are liable to detention and refusal of out-of-charge.

The most common error on this tariff line is assuming that azo-dye testing exemption for listed countries extends to all other PSIC requirements. The country-of-origin exemption applies solely to azo-dye testing; composition, labelling, and other parameters covered by the Pre-Shipment Inspection Certificate remain mandatory regardless of origin. For Bangladesh-origin consignments, the DGFT Notification 7/2025-26 port restrictions are a separate overlay that applies even where the PSIC is fully compliant.
