HSN 6214 90 22 (White bleached shawls, scarves, mufflers, mantillas and veils of other textile materials) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming absence of prohibited azo dyes is required under General Note 10 of the ITC (HS) policy, and imports originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26.

The most common error on this tariff line is treating azo-dye testing as universally waived once a country-of-origin certificate is presented. The exemption from azo-dye testing is strictly limited to the nine listed countries; a consignment from any other origin arriving without the Pre-Shipment Inspection Certificate will be detained at the port pending testing, attracting demurrage and ground rent. Separately, importers sourcing from Bangladesh should confirm port eligibility under DGFT Notification 7/2025-26 before shipment, as a post-dispatch correction is not available.
