The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly. The exemption is limited to nine specified countries; imports from all other origins — including Bangladesh, China, and most of South and South-East Asia — require a valid Pre-Shipment Inspection Certificate, and absence of this document at the bill of entry will result in consignment detention pending PSIC production. The Bangladesh port-restriction overlay under Para 19 is a separate obligation and must be checked independently of the azo-dye regime.
