HSN 6214 90 21 (Grey shawls, scarves, mufflers and the like of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering azo-dye absence under General Note 10 of the ITC (HS) policy. Imports originating from Bangladesh are additionally subject to port restrictions introduced under DGFT Notification 7/2025-26 dated 17 May 2025.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly. The exemption is limited to nine specified countries; imports from all other origins — including Bangladesh, China, and most of South and South-East Asia — require a valid Pre-Shipment Inspection Certificate, and absence of this document at the bill of entry will result in consignment detention pending PSIC production. The Bangladesh port-restriction overlay under Para 19 is a separate obligation and must be checked independently of the azo-dye regime.
