HSN 6214 90 10 (Abrabroomal, cotton) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement covering hazardous azo-dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports of certain goods originating from Bangladesh.
- Pre-Shipment Inspection Certificate from accredited exporting-country lab
- Test report from Textile Committee or CSRTI
- Bangladesh-origin port declaration to CBIC
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify compliance with the port restrictions introduced under Para 19 of the General Notes by DGFT Notification 7/2025-26 dated 17-05-2025. Check Paras 2 and 3 of that notification to confirm whether the specific goods qualify for exemption from the port restriction before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye testing exemption extends to all compliance requirements for the listed countries. The PSIC exemption covers azo-dye testing only — the certificate for other composition and hazardous-substance parameters remains mandatory regardless of origin. For Bangladesh-origin consignments, the port-restriction overlay under DGFT Notification 7/2025-26 is independent of the PSIC obligation and must be assessed separately before vessel departure.
