Shawls, scarves, mufflers and veils of artificial fibres
HSN 6214 40 90 (shawls, scarves, mufflers, mantillas, veils and the like of artificial fibres, other) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10. Imports originating from Bangladesh are additionally subject to port restrictions and exemption conditions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries eliminates all PSIC requirements. The exemption applies to azo-dye testing alone; the Pre-Shipment Inspection Certificate for composition and other textile-quality parameters remains mandatory for all origins. Consignments arriving without a valid PSIC or test report face detention at the port of entry pending documentary compliance.
