A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries eliminates all PSIC requirements. The exemption applies to azo-dye testing alone; the Pre-Shipment Inspection Certificate for composition and other textile-quality parameters remains mandatory for all origins. Consignments arriving without a valid PSIC or test report face detention at the port of entry pending documentary compliance.

Frequently asked
Does HSN 6214 40 90 require BIS certification?
No, shawls and scarves of artificial fibres are not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally the azo-dye PSIC requirement under General Note 10 and, where applicable, the Bangladesh-origin port-restriction regime under DGFT Notification 7/2025-26.
Which countries are exempt from azo-dye testing under General Note 10?
EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other composition and hazardous-dye parameters remains required even for these origins per DGFT Public Notice 14/2023.

Yes. DGFT Notification 7/2025-26 dated 17-05-2025 introduced Para 19 in the General Notes regulating imports from Bangladesh, including port restrictions under Para 1; exempted goods must satisfy the conditions in Para 2 and Para 3 of that notification.
