Shawls, scarves, mufflers and veils of synthetic fibres
HSN 6214 30 90 (scarves and similar accessories of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering prohibited azo-dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 further imposes port restrictions on imports originating from Bangladesh, subject to the exemptions stated in paragraphs 2 and 3 of that notification.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. The azo-dye PSIC exemption is origin-specific and narrowly drawn: suppliers in countries not on the exempted list — including China, Turkey, Vietnam, and Bangladesh — must furnish a valid PSIC regardless of the importer's established trading history. A missing or expired PSIC from a non-exempt origin results in consignment detention at port pending rectification, which cannot be remedied by a post-arrival test report alone under General Note 10.
