Shawls, scarves, mufflers of wool or fine animal hair
HSN 6214 20 39 (shawls, scarves, mufflers and like accessories of wool or fine animal hair) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with Notification No. CER (18)/99-CLB dated 7 March 1988 and the Essential Commodities Act, 1955. Each consignment must be accompanied by a Pre-Shipment Inspection Certificate certifying textile composition, a certificate of origin, and a brand-authenticity certificate, with azo-dye testing also required under General Note 10 of the ITC (HS) policy.

- 2Ensure the consignment includes a separate PSIC from an accredited laboratory certifying the absence of prohibited azo dyes, unless the origin country is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, which are exempt from azo-dye testing only. - 3Check applicability of DGFT Notification 7/2025-26 dated 17-05-2025 regarding Para 19 of the General Notes to the ITC (HS) 2022, which imposes port restrictions on imports of certain goods from Bangladesh. The most common error on this tariff line is procuring a PSIC covering only azo-dye compliance and overlooking the separate requirement for a composition-certifying PSIC and a brand-authenticity certificate from the brand owner. All three documents are independently mandated; a consignment arriving with even one missing triggers detention at the port of entry. Brand-name importers should also confirm from the brand owner in advance that a formal letter of authority is in place, as a generic invoice reference does not satisfy the certification requirement.
