Wool or fine animal hair shawls, scarves, mufflers (khadi)
HSN 6214 20 31 (Khadi shawls, scarves, mufflers of wool or fine animal hair) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Every consignment must be accompanied by a Pre-Shipment Inspection Certificate certifying textile composition, a Certificate of Origin, and a brand-genuineness certificate from the brand owner.

- 2Ensure the PSIC also certifies the absence of prohibited hazardous azo dyes. - 3Verify whether the consignment originates from Bangladesh; if so, confirm compliance with para 19 of the General Notes introduced by DGFT Notification 7/2025-26 dated 17-05-2025, which imposes port restrictions on certain goods imported from Bangladesh. The most common error on this tariff line is presenting a PSIC that certifies only fibre composition while omitting the azo-dye clearance — customs treats these as two distinct documentary obligations, and a PSIC silent on hazardous dyes does not satisfy General Note 10 even if it satisfies General Note 11. A consignment detained for an incomplete PSIC accumulates demurrage and ground rent while the importer attempts to obtain a supplementary test report post-arrival, which DGFT policy does not contemplate as a remedial path.
