Shawls, scarves, mufflers of wool or fine animal hair
HSN 6214 20 29 (shawls, scarves, mufflers, mantillas and veils of wool or fine animal hair, other) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11 of the ITC (HS) policy, read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Each consignment must be accompanied by a Pre-Shipment Inspection Certificate certifying textile composition, a certificate of origin, and a brand-owner authenticity certificate.

- 2Accompany the consignment with a PSIC from an accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory certifying the absence of prohibited hazardous azo dyes. The most common error on this tariff line is presenting a PSIC covering textile composition while omitting the brand-owner certificate required under General Note 11. Customs officers treat the brand-owner certificate as a distinct and mandatory document; its absence at the bill-of-entry stage results in consignment detention and demurrage accumulation while the importer pursues a retrospective declaration from the overseas brand owner. For consignments from non-exempt origins, a missing azo-dye test report is an independent ground for detention and will not be waived by a compliant composition PSIC.
