Woollen khadi shawls, scarves, mufflers and veils
HSN 6214 20 21 (Khadi) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Every consignment must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) certifying wool or blend composition, a certificate of origin, and a brand-owner genuineness certificate.

The most common error on this tariff line is presenting only the composition PSIC and overlooking the brand-owner genuineness certificate, which is a standalone mandatory document distinct from the laboratory test report. Customs officers treat the absence of a valid brand-owner certificate as an incomplete documentation set, leading to consignment detention and demurrage even where the PSIC and certificate of origin are in order. Procure all three documents — PSIC, certificate of origin, and brand-owner certificate — before the vessel departs.
