Wool or fine animal hair shawls, scarves, mufflers
HSN 6214 20 10 (Shawls of wool or fine animal hair) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, governed by Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Every consignment must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) certifying textile composition, a certificate of origin, and a brand-owner certificate of genuineness.

- 3Check whether the consignment originates from Bangladesh: DGFT Notification 7/2025-26 dated 17-05-2025 introduced Para 19 in the General Notes, imposing port restrictions on certain goods imported from Bangladesh. The most common error on this tariff line is procuring only the azo-dye PSIC and overlooking the separate composition-certification and brand-genuineness requirements under General Note 11. A consignment carrying a valid azo-dye test report but lacking the brand-owner certificate or composition PSIC will be detained at the port of import pending documentary rectification, attracting demurrage and ground rent. The brand-owner certificate must explicitly authorise use of brand names — a generic invoice reference does not satisfy the requirement.
