Silk shawls, scarves, veils embroidered with Lucknow Chikan Craft
HSN 6214 10 40 covers silk shawls, scarves, mufflers, mantillas and veils embroidered with Lucknow Chikan Craft and is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under Notification 20/2015-20 dated 07-07-2022. Importation is conditional on the goods being produced by a GI-certified user registered against GI No. 119 under the Geographical Indications of Goods (Registration and Protection) Act, 1999. A Pre-Shipment Inspection Certificate for azo-dye absence and, where applicable, Bangladesh-origin port restrictions under DGFT Notification 7/2025-26 apply as additional clearance requirements.
- GI-certified user declaration from DGFT
- Pre-Shipment Inspection Certificate from exporter
- Test report from Textile Committee or CSRTI
- 1Verify that the foreign manufacturer is a certified and recognised user listed in the Geographical Indication Registry against GI No. 119 for Lucknow Chikan Craft under the Geographical Indications of Goods (Registration and Protection) Act, 1999 (48 of 1999). Goods produced by any person not so listed are not eligible for import under this tariff line per Supplementary Note 3(a) and 3(b) of Chapter 62.DGFT Notification 20/2015-20 dated 07-07-2022 · Supplementary Notes 3(a) and 3(b) of ITC (HS) Chapter 62
- 2Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 3If the consignment originates from Bangladesh, verify applicability of port restrictions introduced under Para 1 of DGFT Notification 7/2025-26 dated 17-05-2025. Consult Paras 2 and 3 of that notification for any exempted goods before nominating the port of entry.DGFT Notification 7/2025-26 dated 17-05-2025 · General Notes Para 19 of ITC (HS) 2022
The most common error on this tariff line is tendering a supplier who embroiders in the Chikan style but is not formally registered as a certified user against GI No. 119 in the Geographical Indication Registry. GI recognition is supplier-specific, not origin-specific: a product made in Lucknow by an uncertified artisan does not qualify, and a consignment shipped on that basis is liable to detention and re-export as goods imported in violation of the ITC (HS) Restricted-import policy condition.
